Downsizing is and will continue to be a fact of life in the U. S. Military for the foreseeable future. Many military organizations are reorganizing to reduce expenses and increase efficiency in an effort to survive budget cuts. The Fleet and Industrial Supply Center (FISC), San Diego, CA., is an organization that desires to reorganize to maintain its position as a leader and innovator in the military purchasing community. This thesis analyzes the structure, key management processes, information...

A model is developed to simulate various aspects of Naval Supply Center requisition processing. The model is based on the Q-GERT simulation language. Q-GERT was selected because of the likelihood that existing stock point personnel could be easily trained to model stock point requisition throughput with a language that is coded directly from a visual display of the processes being simulated. This thesis introduces the basic Q-GERT concepts and develops the necessary symbology to model the NSC...

This thesis reviews the current acquisition processes/procedures utilized by FISC, San Diego, as well as those major procurement reforms directly affecting this organization which have been implemented in the past decade. Additionally, it introduces the revolutionary reform initiative of systems Reengineering and outlines the principles and techniques required in obtaining significant improvements in an organization. FISC, San Diego, in particular the Naval Station FISC site, will be utilized...

A computer model which simulates the processing of requisitions for standard stock material at NSC San Diego is constructed. The model is designed to enable NSC San Diego to determine those work stations which are bottlenecks and to view the effects of changes in total throughput time caused by changes in manpower resources and administrative procedures. Output from the computer simulation model includes an analysis of throughput time by issue priority group, and summary data on work center...

Test data evaluated to date shows that the quality of Defense Electronics Supply Center (DESC) managed stocks has been increasing dramatically. Early in the DESC test program Non-Mil lot rejection rates were nearing 50 percent for discrete semiconductors tested in receiving inspection. The associated part reject rate was nearly 15 percent. Today, the part reject rate for all Federal Supply Classes (FSCs) being sampled is less than 1 percent. Plans are in place and being implemented to drive the...

The Economic Order Quantity (EOQ) is normally based on the quantity that minimizes the average annual combined cost of holding inventory and ordering in the steady state case....However, the decreasing demand scenario means there is no steady state situation. The solution to getting a common criterion function for all different length cycles (procurement cycle periods) is to use the expenditures over unit time as the criterion function. The expenditures in the next cycle due to a buy are...

Per Product Support for the 21st Century: A Program Manager's Guide to Buying Performance, November, 2001 published by the Defense Acquisition University, Performance-Based Logistics (PBL) is the preferred approach for implementing weapon system support. While PBL initiatives enhance weapon system support by employing best commercial practices in providing an integrated and performance-based supply chain, they often do not combine the best of government support with commercial support. The Defense Logistics Agency buys parts for a wide variety of DoD systems. Many of these parts must be manufactured to order, and for those procurements, clear and complete technical data (engineering drawings, notations on materials, manufacturing processes, etc.) is needed to receive a part that performs as needed. Characterization of six gasolines and two diesel fuels and their water-soluble fractions (WSF's) by gas chromatography was undertaken to ascertain the types of compounds which may appear in ground water as a result of gasoline contamination. In addition, the diffusion constants for gasoline components into water were estimated thus enabling prediction of the kinetics of dissolution. A bibliography of the open literature on gasoline characterization and toxicity has been included.

Failure analysis of an aircraft exhaust pipe clamp indicated that the clamp material was significantly and seriously outside the specification requirements and that the clamp failed in stress corrosion mode. Non-compliance with the material requirements was the most important factor in the formation and subsequent propagation of stress corrosion cracks. Improved inspection requirements and consideration of a material with greater resistance to stress corrosion cracking are recommended....

A brief historical review of the development of Plane Strain, Elastic, Fracture Mechanics is presented. Fracture toughness parameter, K (sub I c*) and stress corrosion cracking threshold level (parameter) K (sub I scc) are introduced and elaborated upon. The use of Fracture Mechanics - via the K (sub I scc) concept - to assess the resistance of low alloy steel to stress corrosion cracking in hostile environments is outlined and referenced. Based on the data presented in this report, it is...

The purpose of this project was to design and simulate a high-rise pallet facility for a defense depot. The high-rise storage structure utilizes Storage and Retrieval (S&R) machines for performing picking and stowing operations. Automatic Guided Vehicles (AGVs) are used for transporting loads to and from the storage structure. A simulation model was developed to mimic the dynamic elements of both the S&R and AGV systems. The model was used to evaluate the size and scope of the system,...

Coal-water slurry fuel is a fuel that is domestic, in large supply, can be handled like a liquid, burns like coal, costs like coal, and has the potential as a near term alternative to No. 6 fuel oil. Unlike the coal gasification and liquefication processes, the capital investment required is modest. While those synthetic fuel processes cost in the order of $4 billion for a 50,000 barrel per day manufacturing facility, a coal-water plant of that size is estimated at abut $80 million (one...
