This is a complete package of the Quake mod "Quake: Da Bomb" that was once exclusive to the HEAT.NET online gaming service. Originally, the mod was released without the PROGS.DAT file needed to run a server, however, once HEAT shut down, the devs released the mod in it's entirety for free. The site has since shut down, but I have found these files and are uploading them for preservation
