Intranasal (i.n.) vaccination with two suboptimal doses of 8 microg of deglycosylated chain A ricin (DGCA) stimulated low anti-ricin ELISA IgG and neutralizing antibody responses and the vaccine was only marginally protective against a lethal ricin toxin aerosol challenge. However, in the presence of 4, 2, or 1 microg of the mucosal adjuvant LTR72, a mutant of the heat-labile enterotoxin of Escherichia coli, the low antibody response and protection were substantially enhanced. In comparison to...

Modern United States military operations have become increasingly reliant upon services provided by civilian employees of the Department of Defense, other federal employees, and contractors. The range of such services is remarkably diverse. Large numbers of civilians now accompany Armed Forces on virtually all deployments, including combat operations. In short, civilian personnel are key members of the modern military team. Their actions, like those of uniformed military members, may have...

An upsurge in illegal immigration during the 1990's and first part of the 21st century allowed unprecedented numbers of illegal aliens to reside inside U.S. borders without benefit of government oversight or control. On the positive side illegal immigrants provided pools of unskilled and semi-skilled labor to fuel growth in the American service-based economy over the last fifteen years. Conversely illegal immigration during this period became so voluminous and unregulated such that U.S. Border...

If wars of attrition are generally more costly than wars of maneuver, why do modern wars so often become wars of attrition? This project compares the relationship between attrition and maneuver warfare. The study considers whether there are times when wars of attrition should be fought, and whether there are conditions that force wars of attrition. The project employs two case studies to better understand the relationship and the risks of attempting to impose maneuver warfare when the...

What does the U.S. Army need to do to better prepare its officer corps to facilitate operations in the current multi-national and multi-cultural security paradigm? In this paper I intend to study the historical successes and failures of Army operations in light of the cultural preparedness of the officers involved. I will examine areas where better cultural awareness could have facilitated operations. From there I will examine past and present officer preparation in the areas of cultural...

The terrorist attacks of 9-11 and Hurricane Katrina have resulted in millions of dollars in damages thousands of lives lost and thousands more left suffering. The government's collective efforts left much to be desired in many areas especially in the first few days and weeks following the event. Much of the failure in the response effort is due to the confusion between the various levels of government agencies as to who had authority to make critical decisions and confusion over who was in...

The unique Proteus aircraft served as a test bed for NASA-sponsored flight tests designed to validate collision-avoidance technologies proposed for uninhabited aircraft. The tests, flown over southern New Mexico in March, 2002, used the Proteus as a surrogate uninhabited aerial vehicle (UAV) while three other aircraft flew toward the Proteus from various angles on simulated collision courses. Radio-based "detect, see and avoid" equipment on the Proteus successfully detected the other...

Bleich argues that Muslims have been constructed as ethno-racial outsiders in Western Europe over the past twenty years. Although the term "Muslim" was scarcely applied to immigrant communities in the decades following World War Two, the late 1980s and then the early 21st century marked two significant turning points in European conceptions of Muslims. He also argues that this construction of images was a political process, with media, political, and civic elites contributing to...

Librivox recording of Tristan and Iseult by Joseph Bedier. This is the Arthurian legend of Tristan and Iseult. It is a tale of love, honour, intrigue, betrayal and jealousy, ending ultimately in tragedy. This story predates that of Lancelot and Guinevere, and it one of the most influential romances of the medieval period, inspiring many artists, from story-tellers to painters to composers. While states in the developed world have achieved near-zero population growth, developing states continue on the upward arc of the population J Curve. This persistence of high Total Fertility Rates (the average number of live births per woman of childbearing age) traps sub-Saharan states in stage two of demographic transition, and contributes to social and governmental instability. Specifically, unchecked population growth creates four stressors which potentially create what Population Action...

We present a general relativistic framework for studying gravitational effects in quantum mechanical phenomena. We concentrate our attention on the case of ultra-relativistic, spin-1/2 particles propagating in Kerr spacetime. The two-component Weyl equation with general relativistic corrections is obtained in the case of a slowly rotating, weak gravitational field. Our approach is also applied to neutrino oscillations in the presence of a gravitational field. The relative phase of two different...

The continuous-time quantum walk on the underlying graphs of association schemes have been studied, via the algebraic combinatorics structures of association schemes, namely semi-simple modules of their Bose-Mesner and (reference state dependent) Terwilliger algebras. By choosing the (walk) starting site as a reference state, the Terwilliger algebra connected with this choice turns the graph into the metric space, hence stratifies the graph into a (d+1) disjoint union of strata, where the...

We apply a dynamical systems approach to concatenation of quantum error correcting codes, extending and generalizing the results of Rahn et al. [1] to both diagonal and nondiagonal channels. Our point of view is global: instead of focusing on particular types of noise channels, we study the geometry of the coding map as a discrete-time dynamical system on the entire space of noise channels. In the case of diagonal channels, we show that any code with distance at least three corrects (in the...

We present a comprehensive study for the statistical properties of random variables that describe the domain structure of a finite Ising chain with nearest-neighbor exchange interactions and free boundary conditions. By use of extensive combinatorics we succeed in obtaining the one-variable probability functions for (i) the number of domain walls, (ii) the number of up domains, and (iii) the number of spins in an up domain. The corresponding averages and variances of these probability...

The goal of every theater commander during conflict is to bring that conflict to an end on favorable terms. This truth alone makes conflict termination critically important; and yet, history has shown that this task is often misunderstood and seldom executed correctly. This paper discusses the conflict termination responsibilities of the theater commander in broad scope, lists some key considerations that the commander should refer to during conflict planning and execution, discusses the...

We introduce a new product formula which combines an orthogonal projection with a complex function of a non-negative operator. Under certain assumptions on the complex function the strong convergence of the product formula is shown. Under more restrictive assumptions even operator-norm convergence is verified. The mentioned formula can be used to describe Zeno dynamics in the situation when the usual non-decay measurement is replaced by a particular generalized observables in the sense of...

In this Letter, we consider the role played by the sedimentation of helium nuclei on the emissivity and metallicity distribution of the X-ray emitting plasma in the cores of relaxed galaxy clusters. We model the gas density and temperature profiles of nearby cooling core clusters to estimate the gravitational acceleration acting on the helium and show that its sedimentation time scale is too long with respect to the present age of these objects to play a significant role. However, we argue that...

We investigate the effect of embedded active galactic nuclei (AGN) in galaxy mergers on the CO molecular line emission by combining non-local thermodynamic equilibrium (LTE) radiative transfer calculations with hydrodynamic simulations. We find that AGN feedback energy in gas rich galaxy mergers can contribute to large molecular outflows which may be detectable via velocity-integrated emission contour maps, as well as through kinematic features in the emission line profiles.

We prove a quantitative version of the bound on the smallest singular value of a Bernoulli covariance matrix (due to Bai and Yin). Then we use this bound, together with several recent developments, to show that the distance from a random (1-delta) n - dimensional section of ell_1^n, realised as an image of a sign matrix, to an Euclidean ball is polynomial in 1/delta (and independent of n), with high probability.

Every finite dimensional Hopf algebra is a Frobenius algebra, with Frobenius homomorphism given by an integral. The Nakayama automorphism determined by it yields a decomposition with degrees in a cyclic group. For a family of pointed Hopf algebras, we determine necessary and sufficient conditions for this decomposition to be strongly graded.

Two general methods for establishing the logarithmic behavior of recursively defined sequences of real numbers are presented. One is the interlacing method, and the other one is based on calculus. Both methods are used to prove logarithmic behavior of some combinatorially relevant sequences, such as Motzkin and Schr\"oder numbers, sequences of values of some classic orthogonal polynomials, and many others. The calculus method extends also to two- (or more-) indexed sequences.

We consider open circular billiards with one and with two holes. The exact formulas for escape are obtained which involve the Riemann zeta function and Dirichlet L-functions. It is shown that the problem of finding the exact asymptotics in the small hole limit for escape in some of these billiards is equivalent to the Riemann hypothesis.
