The 108th Congress will be faced early on with a number of pressing foreign affairs, defense, and trade issues. This report provides background information on the issues most likely to be taken up in the first session, analyzes the congressional role in shaping U.S. policy on these key issues, and lists CRS products that provide more detailed discussion and analysis. The terrorist attacks on the World Trade Center and the Pentagon dramatically altered the U.S. political environment, pushing...

We discuss implementation of TOPbase and Iron Project opacities for stellar spectral codes. We use a technique employed by Peach, where a Boltzmann-averaged cross section is calculated for selected temperatures, and the opacity obtained from double interpolation in temperature and wavelength. It is straightforward to include {\it all} levels for which cross sections have been calculated. Boltzmann-averaged cross sections for Fe II show a local maximum between 1700 and 2000[A]. We suggest this...

We discuss the underlying connections among the thermodynamic properties of short-ranged spin glasses, their behavior in large finite volumes, and the interfaces that separate different pure states, and also ground states and low-lying excitations.

We examine spaces of connected tri-/univalent graphs subject to local relations which are motivated by the theory of Vassiliev invariants. It is shown that the behaviour of ladder-like subgraphs is strongly related to the parity of the number of rungs: there are similar relations for ladders of even and odd lengths, respectively. Moreover, we prove that - under certain conditions - an even number of rungs may be transferred from one ladder to another.

We have modeled in detail the evolution of rich open star clusters such as the Pleiades, Praesepe and Hyades, using simulations that include stellar dynamics as well as the effects of stellar evolution. The dynamics is modeled via direct N-body integration, while the evolution of single stars and binaries is followed through the use of fitting formulae and recipes. The feedback of stellar and binary evolution on the dynamical evolution of the stellar system is taken into account...

Estimates of the fractal dimension $D$ of the set of galaxies in the universe, based on ever improving data sets, tend to settle on $D\approx 2$. This result raised a raging debate due to its glaring contradiction with astrophysical models that expect a homogeneous universe. A recent mathematical result indicates that there is no contradiction, since measurements of the dimension of the {\em visible} subset of galaxies is bounded from above by D=2 even if the true dimension is anything between...

A gaseous Bose-Einstein condensate (BEC) irradiated by a far off-resonance laser has long-range interatomic correlations caused by laser-induced dipole-dipole interactions. These correlations, which are tunable via the laser intensity and frequency, can produce a `roton' minimum in the excitation spectrum--behavior reminiscent of the strongly correlated superfluid liquid helium II.

Macroscopic systems with continuous symmetries subjected to oscillatory fields have phases and transitions that are qualitatively different from their equilibrium ones. Depending on the amplitude and frequency of the fields applied, Heisenberg ferromagnets can become XY or Ising-like -or, conversely, anisotropies can be compensated -thus changing the nature of the ordered phase and the topology of defects. The phenomena can be viewed as a dynamic form of "order by disorder".

Tropical Cyclone Zoe turned out to be the most powerful cyclone ever recorded in the Pacific Ocean. During late December 2002, Zoe plowed over numerous tropical islands in the Pacific Ocean off Australia and Indonesia, leveling buildings, uprooting trees and churning up 30-foot waves that pounded the shorelines of islands such as Fiji (seen in this image at right edge). Sensor: Aqua/MODIS. Data Start Date: 12/31/02. Data End Date: 12/31/02.

A triangular quantum deformation of $ osp(2/1) $ from the classical $r$-matrix including an odd generator is presented with its full Hopf algebra structure. The deformation maps, twisting element and tensor operators are considered for the deformed $ osp(2/1)$. It is also shown that its subalgebra generated by the Borel subalgebra is self-dual.

The approach is based on the continuum-RPA (CRPA) with a phenomenological description for the spreading effect. The phenomenological isoscalar part of the nuclear mean field, momentum-independent Landau-Migdal particle-hole interaction, and separable momentum-dependent forces are used as input quantities for the CRPA...

We present angle resolved photoemission (ARPES) data on Na-doped Ca$_2$CuO$_2$Cl$_2$. We demonstrate that the chemical potential shifts upon doping the system across the insulator to metal transition. The resulting low energy spectra reveal a gap structure which appears to deviate from the canonical $d_{x2-y2} ~ |cos(k_x a)-cos(k_y a)|$ form. To reconcile the measured gap structure with d-wave superconductivity one can understand the data in terms of two gaps, a very small one contributing to...

We propose a connection between self-similar, focusing dynamics in nonlinear partial differential equations (PDEs) and macroscopic dynamic features of the glass transition. In particular, we explore the divergence of the appropriate relaxation times in the case of hard spheres as the limit of random close packing is approached. We illustrate the analogy in the critical case, and suggest a ``normal form'' that can capture the onset of dynamic self-similarity in both phenomena.

In 1998 and 1999, the United States and its NATO allies attempted to put an end to escalating violence between ethnic Albanian guerrillas and Yugoslav/Serb forces in Yugoslavia's Kosovo region. They were outraged by Serb atrocities against ethnic Albanian civilians, and feared that the conflict could drag in other countries and destabilize the region. These efforts culminated in a 78-day NATO bombing campaign against Serbia from March to June 1999. Yugoslav leader Slobodan Milosevic withdrew...

The graded algebra Lambda defined by Pierre Vogel is of general interest in the theory of finite-type invariants of knots and of 3-manifolds because it acts on the corresponding spaces of connected graphs subject to relations called IHX and AS. We examine a subalgebra Lambda_0 that is generated by certain elements called t and x_n with n >= 3. Two families of relations in Lambda_0 are derived and it is shown that the dimension of Lambda_0 grows at most quadratically with respect to degree....
