For accurate tactical scene estimation, automated target tracking algorithms must take into account environmental information, often in the form of kinematic constraints. This need is particularly important for waterborne targets operating in littoral waters, where the presence of geographic constraints (e.g., landmasses) can strongly bias predicted target motion. Such constraints are generally modeled through the use of numerically intensive techniques that cannot be readily applied to...

The purpose of this research was to build prototype x-ray fluorescence instrumentation to support the manufacturing of semiconductor devices for Air Force and commercial interests. Thin films of titanium nitride were chosen as the target application upon which the requirements and design were based. A state-of-the-art energy-dispersive x-ray detector and electronics were used, and a new design of focusing wavelength-dispersive spectrometer, with limited scanning, was built. Multilayer optics...

We are providing this report for your information and use. We performed the evaluation at the request of the Assistant Secretary of Defense (Reserve Affairs). The purpose of the evaluation was to identify how the Reserve component (RC) liaison and advisor elements (hereafter referred to as advisors)' in selected unified commands facilitated the extensive use of RC forces to accomplish their peacetime operational missions. The Assistant Secretary of Defense (Reserve Affairs) also requested that...

Although the effort to restructure the American high school is in high gear, little attention has been directed to how changes in high schools' organizational structures might affect the dynamic of equity in student learning--the ways that schooling outcomes reflect students' social background. This paper aims to identify organizational properties of schools that are simultaneously associated with both effectiveness and equity, with a focus on equity. The investigation addresses the ways that...

Acoustic decoupling baffles are often used to minimize noise contamination at hydrophone and transducer arrays. To maintain sensitivity near the nominally pressure release surface of the baffle, hydrophones can be placed at an odd multiple of a quarter wavelength from the baffle or near a heavy signal conditioning plate inserted between the hydrophones and the baffle. In either case, coherent interference between the incident wave and the wave reflected from the baffle limits the bandwidth of...

Based on a recent work (Thouless, Ao, and Niu, Transverse force on a quantized vortex in a superfluid) I show that the spectral or momentum flow due to a moving vortex is identical to the phase slippage process discussed by Josephson and Anderson. I also show that the force due to the spectral flow is the reaction force of the Magnus force, and that the two forces act on different objects. Therefore one can conclude that the evaluation of the spepctral flow confirms the results by the Berry's...

We have developed a method for calculating the two-point correlation function of nonlinearly evolved mass and collapsed halos in the Press-Schechter formalism. The nonlinear gravitational interaction is treated as the sum of various individual spherical top-hat clustering. Because no collapsed halo of mass M can exist in initial regions (or top-hat spheres) of mass less than M, the bias that massive halos have stronger correlation than the background mass can be naturally introduced. We apply...

We present an essentially complete, all-sky, X-ray flux limited sample of 242 Abell clusters of galaxies (six of which are double) compiled from ROSAT All-Sky Survey data. Our sample is uncontaminated in the sense that systems featuring prominent X-ray point sources such as AGN or foreground stars have been removed. The sample is limited to high Galactic latitudes ($|b| \geq 20^{\circ}$), the nominal redshift range of the ACO catalogue of $z \leq 0.2$, and X-ray fluxes above $5.0 \times...

We write an O(d,d)-covariant Wheeler-De Witt equation in the ($d^2+1$)-dimensional minisuperspace of low-energy cosmological string backgrounds. We discuss explicit examples of transitions between two duality-related cosmological phases, and we find a finite quantum transition probability even when the two phases are classically separated by a curvature singularity. This quantum approach is completely free from operator ordering ambiguities as a consequence of the duality symmetries of the...

This document contains nine tables and charts detailing funding of and enrollment in adult education programs throughout the United States at various times since the Adult Education Act (AEA) was first passed in 1965. Presented first are a graph of AEA appropriations from fiscal year (FY) 1984 through FY 1994 and a table detailing AEA appropriations for FY 1995. In the next five tables/graphs, which are designed to illustrate changes in the amount of federal adult education services as federal...

To define their carbohydrate binding specificity, a variety of Vibrio cholera strains were tested for their ability to (a) hemagglutinate red blood cells in a carbohydrate-inhibitable manner; (b) bind radiolabeled multivalent carbohydrate ligands; and (c) aggregate in response to multivalent carbohydrates. Although hemagglutination and aggregation were demonstrated, reproducible carbohydrate specificity was not apparent. Binding of E. histolytica membranes to specific carbohydrates was...

This paper contains a list of new AGN candidates identified from the examination of 3500 optical spectra contained in the database of the Southern Sky Redshift Survey Extension (SSRS2). The classification of galaxies was done using standard diagnostics and a total of (5) Seyfert 1, (12) Seyfert 2 and (10) LINERs were found. We also present a list of 60 galaxies for which we could not secure a definite classification, but which might present some level of nuclear activity.

We define a canonical basis of the $q$-deformed Fock space representation of the affine Lie algebra $\glchap_n$. We conjecture that the entries of the transition matrix between this basis and the natural basis of the Fock space are $q$-analogues of decomposition numbers of the $v$-Schur algebras for $v$ specialized to a $n$th root of unity.
