archive.org does not seed torrents.

It does not explicitly seed torrents, but it can be used as a "web seed" via direct URLs to the files or directories over http rather than tor protocol.

I suspect it will only seed a certain amount of data to restrict network data usage. It's definitely not related to subdomains or URLs expiring because Archive.org redirects requests for old URLs to newer, valid URLs.
