With some unsure reservation for the correctness of whether the cold atmosphere on Titan allows "Titannauts" to go around dressed like "Eskimos", or that a heated suit with helmet is needed for longer periods outside a habitat, this article gives a good argument for Titan being the only suitable location for human habitationh in the Solar System. This, provided that the dwarf planet Ceres in the asteroid belt, has no atmosphere, nor liquids on its surface. If it has and being on half the distance to Titan, Ceres would be the preferred location instead. We will know next year, when the Dawn probe reaches it for a closer look.
There is a far stronger argument for human habitation on Titan than mentioned in this article, an argument that actually rules out Mars all together. The crucial thing is that our energy technology would work with high-power systems on Titan, while it wouldn't on Mars, that doesn't provide any cooling of significance.
