To put any doubts aside, I have downloaded -- while using the 5 aforementioned download managers (FreeDownloadManager, Internet Download Manager, ReGet Deluxe, FlashGet, GetRight 6.5) --- several files from Russian and German servers for free software (all kinds of free programs), and thus no problems up to now have arisen. So, I do claim that there is something wrong with your server. You should probably explain what substantial changes have been made to the settings of your server lately that further downloading is getting not possible at present. I'm still using Windows XP SP3 software and a T61 IBM notebook for downloading.
